Building work may require approval before construction begins. Depending on the project, planning, environmental health or other approvals may also need to be considered.

Contact the Shire before preparing detailed plans if you are unsure what applies. Early advice can help identify the correct approval pathway and information required with your application.

Building approvals

Building permits

A building permit provides approval to carry out building work. The application pathway depends on the classification and nature of the proposed building or structure.

Certified Application
Form BA1

A certified application includes a Certificate of Design Compliance prepared by a registered building surveyor. Certified applications can be used for any class of building and are required for Class 2 to Class 9 buildings.

Statutory decision period: 10 business days for a complete application.
Uncertified Application
Form BA2

An uncertified application is available for Class 1 buildings and Class 10 buildings and structures, including houses, sheds, garages, patios and carports.

Statutory decision period: 25 business days for a complete application.

Common building work

What may need building approval?

Permit requirements depend on the type and extent of work proposed and whether an exemption applies. Contact the Shire before starting work if you are unsure.

Houses & Additions
New homes, additions, alterations and substantial renovations may require building approval.
Sheds & Garages
Sheds, garages and other non-habitable structures may require approval depending on their size, design and location.
Patios & Carports
Roofed outdoor areas, patios and carports are Class 10a structures and building permit requirements may apply.
Pools & Spas
Swimming pools and spas may require a building permit and must have compliant safety barriers where applicable.
Commercial Buildings
Commercial and other Class 2 to Class 9 building work requires a certified building permit application.
Demolition
Demolishing or removing a building or structure may require a demolition permit before work begins.

Swimming pools & spas

Pool safety barriers

Private swimming pools and spas containing water more than 300mm deep must have a compliant safety barrier.

Requirements can vary depending on the pool, barrier and date of installation. Contact the Shire before installing a pool, spa or altering an existing safety barrier.

Other building approvals

More than building permits

Demolition Permits

A demolition permit may be required before a building or incidental structure is demolished, dismantled or removed.

Occupancy Permits

Occupancy permits apply in particular circumstances, especially for Class 2 to Class 9 buildings and where the use or classification of a building changes.

Unauthorised Building Work

Where building work has been completed without the required approval, an occupancy permit or building approval certificate may be available in some circumstances. Contact the Shire before preparing an application.

Different approvals

Building approval is not planning approval

Building approval deals primarily with construction and the technical standards that apply to building work.

Planning approval considers whether a proposed use or development is appropriate for the land. Some projects require both approvals, and planning matters may need to be resolved before a building permit can be issued.

Western Australian building system

Building legislation & standards

Building approvals in Western Australia operate primarily under the Building Act 2011 and the Building Regulations 2012.

Building work must also comply with applicable building standards, including the relevant provisions of the National Construction Code and Western Australian variations.

Building legislation and technical standards are amended from time to time. Applicants should ensure current requirements are used when preparing an application.
